Quick answer

To invite a Steam friend, use Friends Only and the normal Steam invite flow, or choose Invite Only and interact with the envelopes on the in-game lobby desk to open the ‘Invite friends’ prompt. Do not choose Private, because the current lobby announcement says Private blocks both joins and invitations. The hard player cap is not established here.
